Public Health Director- Job from One Disease at a Time , Jobs in Australia

About About Our Organisation
One Disease at a Time is a non-profit organisation that has a simple but groundbreaking vision: to systematically target and eliminate one disease at a time.
Our first initiative is to eliminate crusted scabies and scabies as public health issues in Indigenous Australia. Scabies is a highly contagious skin disease, which is endemic in many remote Aboriginal communities. Crusted (hyperkeratotic) scabies, is a hyper-infective form of the disease which continues to have devastating health and social consequences for individuals and their families in the Top End. One Disease at a Time is partnering with Miwatj Health and NT Dept. of Health on the East Arnhem Scabies Control Program, an innovative program that aims to demonstrate a best-practice model of partnering with Indigenous communities to achieve a sustained reduction in the burden of disease associated with scabies and Crusted Scabies.

About the Public Health Director
Reporting to our CEO, this senior management position will see you hands on in driving the continued success of our program work in East Arnhem focusing on both scabies and crusted scabies. You will also oversee the expansion of operations to other Indigenous regions across the country utilising a novel health franchise approach founded on long lasting partnerships with communities. Specific aspects of the role include high level representative duties involving establishing long term relationships with community members and leaders whilst managing complex projects across a large geographic area.
As Public Health Director you will oversee our operational activities which are arranged under five strategic themes: (1) treat core transmitters; (2) sustained reduction of reproductive rate; (3) point-in-time prevalence reduction; (4) strengthening operational enablers and enhancers; and (5) scaling-up impact.

The Position Duties
Combining leadership, compassion and sheer determination, you will work within a supportive and highly dedicated team to provide assistance to remote Indigenous communities through the following
 key responsibilities -
  • Development of strategic direction on overall program design and  implementation to ensure the program’s continued success.
  • Lead project start-up phase work for new healthy skin programs including  development of clinical and stakeholder strategy, recruitment and mentoring of  key team members.
  • Provide expert clinical diagnosis for suspected Crusted Scabies cases,  and conduct skin checks for high-risk patients when in community
  • Day-to-day problem solving to support the field team on all program  components
  • Develop and rework healthy skin franchise tools, including Operations   Manual, Workplan, People Plan,    plan, and health literacy tools for community members and clinical staff
  • Lead efforts to scale-up impact of program by catalysing wider systems and  structural changes that improve the way in which existing health services  manage scabies and crusted scabies.
  • Documentation of program successes and stories (medical publications,  case-studies, interviews), and contribute to wider advocacy and external  communications activities.
  • Provide medical guidance and advice on use of Ivermectin in the field,  and future development of an Ivermectin protocol for mass drug  administration programs.
Key Selection Criteria
Suitable candidates with the following skills and experience are encouraged to apply -
  • Registered medical practitioner (desirable)  
  • A passion for Indigenous health.     
  • Ability to travel regularly and spend extended periods in remote  locations.
  • Previous senior management experience with the proven ability to build and  mentor highly efficient committed teams.
  • Demonstrated resilience, perseverance and ingenuity in the face of  apparently overwhelming  challenges.
  • Excellent interpersonal and communication skills
  • Community engagement experience, particularly in an Indigenous context.
  • Ability to manage multiple complex tasks simultaneously where flexibility  and adaptability to changing circumstances on the ground are often required.
  • Professionals with previous experience living and/or working in remote  Indigenous communities and managing complex public health programs would be  highly desired.

Reports to: ERF Team Leader
The Education Resource Facility (ERF) is a DFAT-funded initiative designed to provide specialist technical support to DFAT's education activities in developing countries. The ERF provides a mix of advisory, analytical/research and professional development support for DFAT staff at country Posts and across other areas of the program.

The ERF was established in 2009 and has been extended until 2015 under the current contract. ERF is managed by GRM International Pty Ltd through a Program Office located in Canberra, Australia, under a consortium arrangement that includes ACER and CfBT. The ERF team reports directly to

DFAT ETG.
The ERF has significant in-house technical expertise provided by a number of part-time Consultant Education Specialists, as well as consortium technical expertise (from the Australian Council for Education Research (ACER) and CfBT Education Trust). The ERF is also used to source, mobilise and manage the work of consultants for short-term assignments, including a range of program design work, evaluations, analysis and other advisory support.

The ERF has also worked closely with the DFAT Education Thematic Group (ETG) over the last year to provide a Learning and Development program for DFAT program staff working in the education sector. Over the next year, it is anticipated that this work will continue, with increasing focus on knowledge management and improving the evidence base for DFAT's work in the sector.

Key Job Responsibilities
Monitoring and Evaluation (M&E) key responsibilities will include:
  • Review and agree the ERF M&E plan with ERF and ETG at the start of the consultancy period, strengthening the approaches to monitoring and reporting on results as required;
  • Ensure that the M&E plan provides the qualitative and quantitative data for monitoring the use and impact of ERF's knowledge management and learning and development activities, as well as its analytical work;
  • Advise on the further development or revision of templates for M&E reporting including Contractor performance assessments and Client survey questionnaires, to ensure they are appropriate to their use;
  • Contribute to data collection and analysis for the ERF Project Completion Report due in late 2014;
  • Draft M&E reports on monitoring or evaluation activities as agreed with ERF Director;
  • Develop and maintain effective working relationships with all key stakeholders particularly the ERF core team, and DFAT ERF Manager.
Skills Qualifications and Experience
  • Postgraduate qualifications in Social Sciences and appropriate tertiary qualifications in research or evaluation methods;
  • Experience undertaking impact assessments of aid activities;
  • Demonstrated record of achievement in program monitoring and evaluation, with experience in monitoring organisational development and education sector work;
  • A sound understanding of DFAT's policies and requirements regarding monitoring and evaluation; and an understanding of development issues;
  • Demonstrated high level analytical skills;
  • High level computer literacy and English communication including excellent report writing and oral presentation skills; and
  • Demonstrated ability to facilitate learning from M&E findings and implementation teams and other relevant stakeholders.

About the role
The Senior Project Officer (SPO) is responsible for supporting the planning, delivery and monitoring and evaluation of Africa Fellowships by Australian host organisations contracted under the DFAT funded Australia Awards in Africa initiative. The SPO will assist in preparing tender documentation and facilitate all facets of the tendering and contracting process. The SPO will also monitor and evaluate the performance of host organisations in accordance with established monitoring and evaluation processes and indicators. This is a full time role up to June 30, 2015.

Key Duties and responsibilities include
    Administration of tendering and contracting processes for Africa Fellowships
    Provide effective liaison with host organisations, government departments and other agencies as required, supporting the successful design, delivery and completion of Fellowships.
    Develop and apply a process of managing key contract dates and deliverables to ensure service level agreements are met.
    Develop risk management plans for Fellowship activities in response to identified risks and client expectations and ensure adherence to quality processes.
    Develop and manage quality and procedural manuals for Fellowship activities for inclusion in the Quality Assurance Manual (QAM) and ensure compliance with their requirements.
    Ensure all provider progress and program completion reports are of a high quality and submitted on time.
    Ensure that all data entered into database systems is of a high quality/accuracy and meets all of the program and stakeholder expectations.
    On-Award Pastoral Care Monitoring and Support.
    Quality processes, risk management and data integrity.

About You

Selection criteria

Essential:

    Relevant tertiary qualifications in business, project management or other related field
    Demonstrated experience in review, analysis and reporting of data and reports in a client focused environment
    Excellent demonstrated communication skills and experience of working effectively across cultures with a diversity of clients
    Demonstrated ability to build effective relationships with training providers
    Experience in project coordination or project management in a training or tertiary education environment
    Ability to work both independently and as part of a team
    Ability to multi-task and problem solve effectively
    Literacy in information technology, including experience of the Microsoft Office suite of applications

Highly Desirable:

Pacific Technical Assistance Mechanism (PTAM)

GRM is seeking Expression of Interest for a Regional Coordinator for an anticipated AusAID-funded Pacific Technical Assistance Mechanism (PTAM). The position is envisaged to be over 48 months and based either in Brisbane or another Pacific Location.

Overall purpose of the position:

The Regional Coordinator will oversee and coordinate PTAM activities in a region covering between 3-6 countries while ensuring that the program is implemented in accordance with the intention of the Program Design Framework in line with AusAID priorities and meeting the obligations of GRM International.

Key Objectives of the position:

  •     To provide operational support to the key government partners in the PTAM countries in assessing and addressing their recruitment and capacity building needs;
  •     To ensure collaborative working relationships amongst a diverse range of stakeholders, including key counterpart partners and AusAID;
  •     To contribute to the monitoring functions of the program and of key partners are undertaken through provision of support to systems and capacity building of counterpart staff to full their responsibilities;
  •     To oversee the administration and implementation of PTAM activities in the region, to ensure high quality services and advice is provided through the PTAM advisers and the assistance provided under the program.

Skills required:

  •     A degree in a relevant field;
  •     Experience in managing/coordinating programs, working with government counterparts (Ministries and Agencies), procurement, monitoring and evaluation, report writing, demonstrated sound judgement in decision making;
  •     Relevant experience in public sector management;
  •     Highly developed inter-personal skills with an ability to: communicate effectively with others from different social, ethnic and cultural backgrounds, adapt to different cultures, and listen to ideas and concerns of others;
  •     Experiences working in the Pacific and local language skills are essential.

Personal attributes:

  •     Ability to establish effective working relationships with the full range of key stakeholders, including senior government officials and national staff, and program officers and staff of development agencies;
  •     Able to work according to agreed principles and model the desirable behaviours, including openness, cooperation, a focus on the wider goals, and able to handle conflict appropriately and constructively;
  •     Outstanding written and oral communication skills; And
  •     Flexible, responsive, disciplined and patient.
