M&E Specialist

Pacific Technical Assistance Mechanism (PTAM)

GRM is seeking Expression of Interest for an M&E Specialist for an anticipated AusAID-funded Pacific Technical Assistance Mechanism (PTAM). The position is envisaged to be over 48 months and based either in Brisbane or another Pacific Location.

Overall purpose of the position:

M&E Specialist will provide advice to all relevant program staff regarding the implementation of the program's Monitoring and Evaluation Framework. The M&E Specialist will also be responsible for supervising the application of this framework, including identifying the need for, and designing, any required adjustments to improve its effectiveness or efficiency.

Key Objectives of the position:


  •     Develop and implement the program's M&E Framework across all hubs, nodes and recipient countries;
  •     Ensure appropriate recording of information collected under the M&E Framework;
  •     Coordinate the production of six-monthly M&E progress reports;
  •     Revise or update the M&E Framework and its application as necessary (and agreed with AusAID) to improve its effectiveness or efficiency;
  •     Contribute to knowledge and learning across the program;
  •     Contribute to and, along with the Program Manager, take a leading role in the preparation of PTAM planning and reporting documents; and
  •     Other duties as reasonably required by the Program Manager.

Skills required:

  •     Demonstrated practical experience undertaking impact assessments of aid activities;
  •     Appropriate tertiary qualifications in research or evaluation methods with evidence of the quality of research or evaluation activities previously designed and conducted;
  •     Experience developing M&E systems for projects in resource constrained settings;
  •     Expertise in developing a fully elaborated design of an M&E system which includes the design approach, articulation of M&E questions, development of sound methods and tools, conduct of data collection activities, analysis of data (or supervision of such), interpretation and dissemination of results and report preparation;
  •     Demonstrated ability to facilitate learning from M&E findings and implementation teams and other relevant stakeholders; and
  •     Experiences working in the Pacific and local language skills are desirable.

  •     Ability to thrive under pressure and balance several competing tasks at once.
