GRM Program/Operations Manager
Pacific Technical Assistance Mechanism (PTAM)
GRM is seeking Expression of Interest for a Program/Operations Manager for an anticipated AusAID-funded Pacific Technical Assistance Mechanism (PTAM). The position is envisaged to be over 48 months and based either in Brisbane or another Pacific Location.
Overall purpose of the position:
The Program Manager provides strategic and operational leadership to the PTAM Team, ensuring that the program is managed and implemented in accordance with the intention of the Program Design Framework in line with AusAID priorities and meeting the obligations of GRM International. This includes a leading role in managing the strategic planning and implementation of the PTAM Program.
Key Objectives of the position:
- To ensure the strategic direction of the PTAM program is in accordance with the Program Design Framework and AusAID policies;
- To provide operational support to the key partners in the 12 PTAM countries in assessing and addressing their recruitment and capacity building needs;
- To ensure collaborative working relationships amongst a diverse range of stakeholders, including key counterpart partners, AusAID;
- To ensure that the primary monitoring functions of the program and of key partners are undertaken through provision of support to systems and capacity building of counterpart staff to full their responsibilities;
- To manage the human and financial resources of the program in accordance with contractual requirements, the Commonwealth Procurement Guidelines, and AusAid policies; and
- To oversee the administration and implementation of PTAM, to ensure high quality services and advice is provided through the program advisers and the assistance provided under the program.
Skills required:
- A degree in a relevant field;
- Extensive experience in managing programs, including: strategic management and contract administration, team supervision and leadership, capacity building, procurement, monitoring and evaluation, report writing, demonstrated sound judgement in decision making;
- Relevant experience in public sector management, including provision of advice to senior policy makers and understanding of policy development;
- Highly developed inter-personal skills with an ability to: communicate effectively with others from different social, ethnic and cultural backgrounds, adapt to different cultures, and listen to ideas and concerns of others;
- Demonstrated ability to balance best practice methods and international experience with current and emerging conditions and structures in the Pacific Region;
- Extensive experiences working in the Pacific and local language skills are desirable; and
- Experience working with AusAID
Personal attributes:
- Ability to establish effective working relationships with the full range of key stakeholders, including senior government officials and national staff, and program officers and staff of development agencies;
- Demonstrable capacity to develop and share a vision and strategic approach, while supervising day to day operations;
- Able to work according to agreed principles and model the desirable behaviours, including openness, cooperation, a focus on the wider goals, and able to handle conflict appropriately and constructively;
- Outstanding written and oral communication skills;
- Experience of leading and coordinating multi-cultural teams; and
- Flexible, responsive, disciplined and patient.
