Our expertise lies predominately in the following sectors: Health, Monitoring and Evaluation, Agriculture and Food Security, Economic Growth, Trade and Livelihoods, Education, Governance and Accountability   As a consequence of our continued growth, a newly created opportunity exists for a Lead Business Analyst and Australian Manager of the Commercial Management Group (CMG).  This person will lead the CMG team and be responsible for guiding the development of effective financial proposals for large and complex international projects. For awarded projects, the Analyst will translate proposals into business systems and reporting tools that ensure client objectives are fulfilled and the financial performance targets achieved.  In addition to project budget development, tracking, and reporting; the Analyst will provide strategic advice to Project Directors and Managers and must have the capacity to bridge project technical approaches with consequent costs and rates of return. In addition to financial support of proposals and projects, the Analyst will provide strategic guidance in the development of business unit cost structures, budgets and key financial performance indicators.  Strategic Business Unit financial performance support includes: the architecture of pool/allocation structures for operating expense to reflect business objectives and value propositions, business unit financial reporting tools, tracking of actual/budget performance with variance discussions, and working closely with the Effective Development Group to integrated financial indicators for projects into the organizations value framework. Key Responsibilities Mentor the CMG Team and expand the financial acumen of Project Managers and Business Unit leaders Work effectively with the Project Accounting Team to account system, reports, and transactional data to project management, reporting, and value tracking needs Coordinate closely with other CMG Teams to maximize utilization of resources and build global best practices Provide monthly financial assessments to the Business Unit leader, develop financial forecasts and budgets, and set financial strategy (cost structure, value presentation, key financial performance indicators) Analysis of project financial performance and key indicators across the business unit portfolio of projects Application of ‘value for money' principals into initial project pricing and on-going budget realignments Support the financial negotiation of contracts and change orders including the documentation of value propositions  Ensure financial compliance with government contracting regulations and maintain awareness of changes in obligations and market shifts in financial assessment Architect the financial systems job setup function and on-going project maintenance with the project team to ensure ‘value for money' tracking objectives can be met and that costs are effectively reported against results and objectives Build capacity and collaboratively work with technical staff on project budgeting/forecasting.
 Work with the project team to develop partner invoices to be able to track partner budgets and reporting requirements. Other duties as assigned.

 Qualifications Degree in financial management, business administration, accounting, economics, or related field. Advanced degree preferred  8+ years of experience in project and business financial planning/management for professional services organizations Understanding of international development sector and/or government contract services. Advanced ability in developing  project financial models, budgeting, and forecasting tools. M&E Specialist

Pacific Technical Assistance Mechanism (PTAM)

GRM is seeking Expression of Interest for an M&E Specialist for an anticipated AusAID-funded Pacific Technical Assistance Mechanism (PTAM). The position is envisaged to be over 48 months and based either in Brisbane or another Pacific Location.

Overall purpose of the position:

M&E Specialist will provide advice to all relevant program staff regarding the implementation of the program's Monitoring and Evaluation Framework. The M&E Specialist will also be responsible for supervising the application of this framework, including identifying the need for, and designing, any required adjustments to improve its effectiveness or efficiency.

Key Objectives of the position:


  •     Develop and implement the program's M&E Framework across all hubs, nodes and recipient countries;
  •     Ensure appropriate recording of information collected under the M&E Framework;
  •     Coordinate the production of six-monthly M&E progress reports;
  •     Revise or update the M&E Framework and its application as necessary (and agreed with AusAID) to improve its effectiveness or efficiency;
  •     Contribute to knowledge and learning across the program;
  •     Contribute to and, along with the Program Manager, take a leading role in the preparation of PTAM planning and reporting documents; and
  •     Other duties as reasonably required by the Program Manager.

Skills required:

  •     Demonstrated practical experience undertaking impact assessments of aid activities;
  •     Appropriate tertiary qualifications in research or evaluation methods with evidence of the quality of research or evaluation activities previously designed and conducted;
  •     Experience developing M&E systems for projects in resource constrained settings;
  •     Expertise in developing a fully elaborated design of an M&E system which includes the design approach, articulation of M&E questions, development of sound methods and tools, conduct of data collection activities, analysis of data (or supervision of such), interpretation and dissemination of results and report preparation;
  •     Demonstrated ability to facilitate learning from M&E findings and implementation teams and other relevant stakeholders; and
  •     Experiences working in the Pacific and local language skills are desirable.

Regional Coordinator

Pacific Technical Assistance Mechanism (PTAM)

GRM is seeking Expression of Interest for a Regional Coordinator for an anticipated AusAID-funded Pacific Technical Assistance Mechanism (PTAM). The position is envisaged to be over 48 months and based either in Brisbane or another Pacific Location.

Overall purpose of the position:

The Regional Coordinator will oversee and coordinate PTAM activities in a region covering between 3-6 countries while ensuring that the program is implemented in accordance with the intention of the Program Design Framework in line with AusAID priorities and meeting the obligations of GRM International.

Key Objectives of the position:


  •     To ensure the strategic direction of the PTAM program in the region is in accordance with the Program Design Framework and AusAID policies;
  •     To provide operational support to the key government partners in the PTAM countries in assessing and addressing their recruitment and capacity building needs;
  •     To ensure collaborative working relationships amongst a diverse range of stakeholders, including key counterpart partners and AusAID;
  •     To contribute to the monitoring functions of the program and of key partners are undertaken through provision of support to systems and capacity building of counterpart staff to full their responsibilities;
  •     To oversee the administration and implementation of PTAM activities in the region, to ensure high quality services and advice is provided through the PTAM advisers and the assistance provided under the program.

Skills required:

  •     A degree in a relevant field;
  •     Experience in managing/coordinating programs, working with government counterparts (Ministries and Agencies), procurement, monitoring and evaluation, report writing, demonstrated sound judgement in decision making;
  •     Relevant experience in public sector management;
  •     Highly developed inter-personal skills with an ability to: communicate effectively with others from different social, ethnic and cultural backgrounds, adapt to different cultures, and listen to ideas and concerns of others;
  •     Experiences working in the Pacific and local language skills are essential.

Personal attributes:

  •     Ability to establish effective working relationships with the full range of key stakeholders, including senior government officials and national staff, and program officers and staff of development agencies;
  •     Able to work according to agreed principles and model the desirable behaviours, including openness, cooperation, a focus on the wider goals, and able to handle conflict appropriately and constructively;

  •     Flexible, responsive, disciplined and patient.

GRM is seeking Expression of Interest for a Program/Operations Manager for an anticipated AusAID-funded Pacific Technical Assistance Mechanism (PTAM). The position is envisaged to be over 48 months and based either in Brisbane or another Pacific Location.

Overall purpose of the position:


The Program Manager provides strategic and operational leadership to the PTAM Team, ensuring that the program is managed and implemented in accordance with the intention of the Program Design Framework in line with AusAID priorities and meeting the obligations of GRM International. This includes a leading role in managing the strategic planning and implementation of the PTAM Program.

Key Objectives of the position:


  •     To ensure the strategic direction of the PTAM program is in accordance with the Program Design Framework and AusAID policies;
  •     To provide operational support to the key partners in the 12 PTAM countries in assessing and addressing their recruitment and capacity building needs;
  •     To ensure collaborative working relationships amongst a diverse range of stakeholders, including key counterpart partners, AusAID;
  •     To ensure that the primary monitoring functions of the program and of key partners are undertaken through provision of support to systems and capacity building of counterpart staff to full their responsibilities;
  •     To manage the human and financial resources of the program in accordance with contractual requirements, the Commonwealth Procurement Guidelines, and AusAid policies; and
  •     To oversee the administration and implementation of PTAM, to ensure high quality services and advice is provided through the program advisers and the assistance provided under the program.

Skills required:


  •     A degree in a relevant field;
  •     Extensive experience in managing programs, including: strategic management and contract administration, team supervision and leadership, capacity building, procurement, monitoring and evaluation, report writing, demonstrated sound judgement in decision making;
  •     Relevant experience in public sector management, including provision of advice to senior policy makers and understanding of policy development;
  •     Highly developed inter-personal skills with an ability to: communicate effectively with others from different social, ethnic and cultural backgrounds, adapt to different cultures, and listen to ideas and concerns of others;
  •     Demonstrated ability to balance best practice methods and international experience with current and emerging conditions and structures in the Pacific Region;
  •     Extensive experiences working in the Pacific and local language skills are desirable; and
  •     Experience working with AusAID

Personal attributes:

  •     Ability to establish effective working relationships with the full range of key stakeholders, including senior government officials and national staff, and program officers and staff of development agencies;
  •     Demonstrable capacity to develop and share a vision and strategic approach, while supervising day to day operations;

Overall purpose of the position:

The purpose of the Recruitment Specialist position is to provide a quality end to end recruitment service designed specifically to support the complex staffing needs in PTAMs 12 target countries in the Pacific.

Key Objectives of the position:


  •     Deliver timely and effective recruitment solutions for projects throughout the pacific;
  •     Building and maintaining a network of qualified candidates;
  •     Management of talent pools, including developing and implementing a Candidate Care Program;
  •     Participating and collaborating with technical and project staff to develop strategic recruitment campaigns and identify the resources to track senior industry specialists;
  •     Provide relevant and timely information and advice to; and
  •     Representing PTAM at career fairs, off-site recruitment efforts, and networking events as required.

Skills required:

  •     Relevant bachelor degree in HR , International Development or a related field;
  •     Minimum 4 years' experience in the commercial recruitment industry or relative sector experience;
  •     Well-developed interpersonal and communication skills including the ability to advise and liaise at all levels;
  •     Excellent internet researching capabilities and database management experience; and
  •     Experience within International Development and experience working with AusAid (including knowledge of the Advisor Remuneration Framework) is seen as an advantage.
